Ann Kibalo (58) is wanted for a federal arrest warrant issued 01/15/2002 in the United States District Court, White Plains, New York, charging her with unlawful flight to avoid prosecution (UFAP).

Kibalo failed to return her daughter, Samantha, to her father after a court authorized weekend visit. The estranged father had been awarded custody of Samantha following  divorce. 

Ann Kibalo was to return Samantha to her father in Suffern, New York, on 02/03/2001. Neither Ann nor Samantha Kibalo have been located since.
