FELONY THEFT SUSPECT ARRESTED AFTER EVADING POLICE. 
On April 26, 2018, deputies with Constable Mark Herman's Office responded to the 29300 block of Northwest Freeway, the Outlet Mall in reference to a female suspect who stole items from a store and fled the scene in her vehicle. 

While responding to the location, Constable Deputies observed the suspect’s vehicle fleeing at high rate of speed. Deputies initiated a traffic stop but the driver refused to stop, leading deputies on a brief pursuit. Deputies were able to stop the vehicle and identified the driver as Johnell Hickman. All stolen property was recovered and returned to the store.   “Johnell Hickman was arrested and booked into the Harris County Jail, charged with Theft and Evading in a Motor Vehicle. She received No Bond out of the 178th District Court.” –Constable Mark Herman
